"Directive of the Prime Minister on the Neutralization of VCI" (No. 89-Th.T/VP/M), prepared by the Vietnamese on 20 December 1967 and signed by Dang Van Minh on 5 March 1968. The dates are very important, for the Vietnamese did not join the Phoenix Program until after the Tet Offensive of 1968, when many VCI surfaced in the "general uprising" in response to the rigged election of Thieu--which resembles the Bush regime's theft of the 2000 Presidential election in America. During this general uprising, many VCI (and many of Thieu's political opponents) were "neutralized" by the ICEX/Phoenix apparatus.

Please note that now ICEX is being referred to as "Phung Hoang," the Vietnamese equivalent of "Phoenix." This document established the organization for the Phung Hoang program, which is a reflection of the CIA's Phoenix Program.
