Dated 25 November 1967, MACV Directive 381-43 is a 5-page document, signed by Maj. Gen. Walter Kervin, MACV Chief of Staff, and reporting on elimination of Viet Cong Infrastructure. This document tells military personnel assigned to Phoenix how to report on their anti-VC activities. Two pages of sample reports, one in Vietnamese, one in English, are attached.
