>>> Explanation of this document, by Douglas Valentine: This November 1967 MACV Joint Message form "DTG 06 0910Z" is a progress report from Komer to everyone involved in ICEX/Phoenix. See the first page for a recipient list, one of the document's most important features. Another important feature (see page 2) is that the GVN had not yet signed on to the Phoenix program or concept. Komer notes the new government under Nixon's hand-picked candidate, President Nguyen Van Thieu, would soon sign on. Some of the important Phoenix military and political players are mentioned in the text of this 10-page document. As Komer notes, ICEX was now set up in the four regions and 44 provinces. On page 3 it mentions the implementation of blacklists, an important Phoenix feature, which will be discussed in another "blacklist" document. Komer refers to Takeoff, Corrall, HES, CT-4, PICs, and SIDE (see Valentine's book The Phoenix Program for details). See page 7, section 3C: Problem Areas; this section also seems to be a blueprint for Bush's Department of Homeland Security, which is designed to pacify the American people through psychological warfare, just as Phoenix was designed to pacify those Vietnamese who were politically opposed to American policy in Vietnam. Komer states the need for more personnel and funding. He would soon impose a macabre quota of 1,800 "neutralizations" per month on the Phoenix advisors. |
