Two Unreleased Scarce Reports by Carl Sagan

Update [22June06]: WorldCat indicates that only a single library (University of California, Riverside, which is fairly close to the JPL) owns a copy of "The Radiation Balance of Venus." "On the Origin of the Venus Microwave Emission" was published in 1961 in The Astronomical Journal. The copy supplied by the JPL is not a reprint from the journal; it appears to be the original JPL report.

Sagan was one of the great popularizers of science, but unfortunately for 99.9% of us, these reports are highly technical. It would be great to discover something along the lines of Cosmos or Broca's Brain among the government's dusty files, but I'm afraid these will have to do.

"On the Origins of the Venus Microwave Emission" is a short report with no cover, and no originating agency or release date is evident. Because it was cleared for release by JPL, and one of Sagan's coauthors was employed there, it seems likely that it's a JPL report. The first page contains five date stamps, the earliest one being 21 April 1961. The other report definitely originates from JPL.
