On instructions from
my Government, I have the honour to transmit to you
herewith a letter dated 7 December 2002 from Mr. Naji Sabrl, Minister
for Foreign
Affairs of the Republic of Iraq. The letter contains the declarations
required of Iraq
under paragraph 3 of Security Council resolution 1441 (2002) which Mr.
Hans Blix,
Executive Chairman of the United Nations Monitoring, Verification and
Inspection
Commission (UNMOVIC), will send to the Security Council. We wish to inform
you
that General Amir al-Saldi has sent two letters dated 7 December 2002,
the first of
which transmitting the nuclear declaration to Mr. El Baradej, and the
second
transmitting the chemical, biological and ballistic missile declaration
to
Mr. Hans Blix.

in
particular the parts relating to research and development and techniques
for the
production of agents and weapons, entails risk and is inconsistent with
the norms of
the weapons non-proliferation regime.
